He has served as Banco de Cabo Verde Governor since January 4, 2021. He 
holds a Bachelor’s degree in Economic Theory and Quantitative Methods and a 
Master’s degree in Economics, with a Specialization in Trade and Finance, from 
American University, Washington, D.C., United States.  
He joined Banco de Cabo Verde in 1991 in the Research and Statistics 
Department. He served as Mayor (2016–2020) and Councilor for Finance and 
Commerce (2008–2016) at the Municipality of Praia. 
In 1994, he worked on the World Bank project to restructure the vocational 
training sector in Cabo Verde, and in 2000 he was selected to serve as 
Coordinator of the Employment Promotion Project funded by the International 
Labour Organization.  
Upon returning to Banco de Cabo Verde from 2002 to 2013, he served as a 
Technical Advisor, Coordinator of the Economic Research Department, and

member of the Monetary Policy Committee. He also worked as a consultant, 
contributing to various studies and working papers.    
He also served as a Professor of Economics at Jean Piaget University, the Higher 
Institute of Economic and Business Sciences, and the Institute of Legal Sciences. 
He was president of the Cabo Verdean Association of Economists and president 
of the Cabo Verdean Tae Kwon Do Federation.
