Nicolas YENOUSSI serves within the economic and financial cluster of the Government of Benin as Minister in charge of Finance and Microfinance. A senior civil servant who joined the public service in 2001, he has built a career defined by the transformation and modernisation of Benin’s financial administration.
After several years at the Directorate General of Taxes, where he held a range of strategic positions, he was appointed its head in 2016. Over the following decade, he led a far-reaching modernisation of the tax administration, driven in particular by the digitalisation and dematerialisation of procedures. This transformation contributed to a remarkable increase in tax revenue, which rose from CFA francs 381.5 billion in 2016 to CFA francs 1,348.3 billion in 2025, an increase of nearly 254% in nine years.
Appointed to the Government in May 2026, he now brings this experience to bear on a new major challenge: financial inclusion. He is notably working on the development of a national platform designed to facilitate access to finance through the smart use of data, digital credit and the interoperability of financial services, with a particular focus on populations and entrepreneurs who remain underserved by the financial system.
His career thus reflects a single ambition: to make digital transformation a lever for mobilising resources and, now, for expanding financial opportunities for all.
