Oumar Tembely is Director of the Energy and Natural Resources Department at the West African Development Bank (BOAD), where he has worked for over 22 years. He holds advanced degrees in Management Science and in Audit and Management Control, and has held several key positions at BOAD, including Director of the Operations Department, Director of Private Financing, and Resident Representative of BOAD in Senegal and Côte d’Ivoire.

He has led numerous project evaluation missions across UEMOA member states, spanning infrastructure, energy, agribusiness, and the banking sector, and has represented BOAD on the boards of several banks and companies, including BRM, CNCAS, BTD, SONIBANK, ORABANK Côte d’Ivoire, and CIPREL.
