Marie Vincent KATSHINGU

Deputy Director and Head of Microinsurance and Parametric Insurance

Insurance Regulatory and Control Authority (ARCA)

As a mathematics graduate with a specialization in actuarial science, I have worked in the financial sector for over 20 years, holding senior management position in insurance companies and international risk management firms. I also managed the evolution of pension plans for private Canadian companies before joining the Congolese Insurance Regulatory Authority, the Autorité de Régulation et de Contrôle des Assurances (ARCA), a public institution

Throughout my career, I have pursued further training to enhance my skills, notably with the Society of Actuaries (USA). After spending four years as head of supervision for insurance operators, I am now responsible within ARCA for launching and developing microinsurance and parametric insurance. These initiatives support the implementation of the National Financial Inclusion Strategy, adopted by the Council of Ministers in July 2023, which aims to achieve a financial inclusion rate of 65% by 2028. In this context, I contributed to the implementation of the DRC’s first parametric agricultural insurance under the National Agricultural Development Program (PNDA) and designed the first microinsurance product offered to entrepreneurs and artisans as part of a government formalization project.
