Amadou Lamine Guisse has built 18 years of solid expertise in public administration, conflict and public order management, and in the design, implementation, and evaluation of public policies. He also has extensive experience in assessing environmental issues and designing appropriate solutions.
With strong interpersonal and coordination skills, he ensures effective collaboration with both internal and external stakeholders. Results-oriented, he has managed several administrative districts and led numerous high-impact public projects with economic, financial, environmental, and social dimensions.
He holds a Master’s degree in Economics and Business Management from Cheikh Anta Diop University in Dakar (2004) and graduated from the National School of Administration of Senegal (ENA) in 2007.
Following his training at ENA, he served as Deputy Governor and Prefect of Department from 2008 to 2017.
After his tenure in territorial administration, he was appointed Secretary General of the Ministry of Environment and Sustainable Development from 2017 to 2024. During this period, he took part in several national, regional, and global conferences on climate, sustainable development, and climate finance.
Since June 2025, he has been serving as Secretary General of the Caisse des Dépôts et Consignations (CDC).
