Dr. Jean Chrysostome Ngabitsinze is an applied economist and policymaker who served as Rwanda’s Minister of State for Agriculture and Animal Resources and later Minister of Trade and Industry between 2020 and 2024, shaping national policies on agricultural productivity and economic growth. He is also an Associate Professor of Agricultural Economics, whose research focuses on improving productivity and market access for smallholder farmers, bridging research and policy to advance food security and rural transformation.

In government, he championed investment, export expansion, private sector development, and regional value chain integration, actively engaging in platforms such as the Commonwealth Trade Ministers’ Meeting and initiatives aligned with the AfCFTA. He has also held legislative and political leadership roles, advocating for transparency, accountability, and evidence-based policymaking.
