Alain Kaninda Ngalula is the Managing Director of the Autorité de Régulation et de Contrôle des Assurances (ARCA), the insurance regulatory authority of the Democratic Republic of Congo (DRC). Confirmed in his position in January 2022 by President Félix-Antoine Tshisekedi after nearly five years as acting head, he has played a pivotal role in transforming and modernizing the country’s insurance landscape.

Before becoming Director General, Mr. Kaninda served as Deputy Managing Director of ARCA (2016-2017) following his tenure as Economic Advisor to the Chief of Staff of the President of the Republic. Earlier in his career, he spent nearly a decade at PwC Belgium as a financial auditor, and worked as a consultant for international institutions including the World Bank and the International Finance Corporation (IFC), as well as for public institutions in the DRC.

A Commercial and Management Engineer by training, Alain Kaninda Ngalula is recognized for his discipline, strategic vision, and results-oriented governance. His leadership has placed the DRC’s insurance market on the continental map, with a clear ambition: to position the country among the top five insurance markets in Africa within the next decade.
