Elmer Vivaldo de Sousa Serrão, married, of Angolan nationality, was born on December 9, 1983.

He was appointed Chairman of the Board of Directors of the Capital Markets Commission in 2024 by Presidential Decree No. 308/24, of December 26.

He was a member of the Board of Directors of the Angolan Insurance Regulation and Supervision Agency (ARSEG), where he served as Chairman of the Board of Directors.

Elmer Serrão began his professional career at the CMC, where he served as Executive Director, Director of the Legal and Litigation Office, and Technician in the Supervision and Litigation Office.
