He\u00a0<br \/>holds a Bachelor\u2019s degree in Economic Theory and Quantitative Methods and a\u00a0<br \/>Master\u2019s degree in Economics, with a Specialization in Trade and Finance, from\u00a0<br \/>American University, Washington, D.C., United States. \u00a0<br \/>He joined Banco de Cabo Verde in 1991 in the Research and Statistics\u00a0<br \/>Department. He served as Mayor (2016\u20132020) and Councilor for Finance and\u00a0<br \/>Commerce (2008\u20132016) at the Municipality of Praia.\u00a0<br \/>In 1994, he worked on the World Bank project to restructure the vocational\u00a0<br \/>training sector in Cabo Verde, and in 2000 he was selected to serve as\u00a0<br \/>Coordinator of the Employment Promotion Project funded by the International\u00a0<br \/>Labour Organization. \u00a0<br \/>Upon returning to Banco de Cabo Verde from 2002 to 2013, he served as a\u00a0<br \/>Technical Advisor, Coordinator of the Economic Research Department, and\u00a0<br \/>2\u00a0<br \/>member of the Monetary Policy Committee.
