L’Afrique fait face à un déficit structurel de financement du développement supérieur à 400 milliards de dollars par an. Il ne tient pas d’abord à un manque de capitaux, puisque le continent détient environ 4 000 milliards de dollars d’épargne longue domestique, mais à de lourdes contraintes structurelles : fragmentation institutionnelle, allocation inefficace du risque, effet de levier limité des bilans et coordination insuffisante entre capitaux publics et privés. La Nouvelle Architecture financière africaine pour le développement (NAFAD), pilotée par le Groupe de la Banque africaine de développement, entend répondre à ce diagnostic par un cadre systémique qui réorganise la façon dont capital et risque sont déployés dans l’écosystème financier africain.
